Is there free parking by the Staten Island Ferry?

As is the case with most of lower Manhattan, it's extremely difficult to find free parking nearby. The portion of Whitehall Street that leads to the Staten Island Ferry terminal does not allow parking, for quick pick-up and drop-off. State and Water streets do not have parking near the ferry terminal. Side streets like Bridge and Moore Streets are your best chance to find street parking, although spaces are hard to come by since these streets are small and only allow parking on one side. Bowling Green and other points west close enough to the Staten Island Ferry are pedestrian plazas that do not let cars through.
